Digital Certificate Registration through the PNPKI

Because of the COVID-19 pandemic, government offices, businesses, and consumers heavily relied on online channels and other digital platforms for the conduct of their transactions. Alongside this rapid digital transformation is the continuing challenge to ensure that online transactions remain secure and reliable.

The Philippine National Public Key Infrastructure (PNPKI) issues Digital Certificates, which may be used to verify digital signatures on electronic documents. The Public Key Infrastructure (PKI) ensures the authenticity, confidentiality, and integrity of information as it travels across the Internet.

On April 2, 2020, the Department of Information and Communications Technology (DICT) issued Department Circular No. 006-20 (DC No. 006-20) or the Guidelines on the Application and Issuance of PNPKI Digital Certificates for External Clients during the State of Public Health Emergency. Any private individual or government agency/employee may apply for a Digital Certificate, which contains the user’s personal information, and operates as a digital ID.

Application for Digital Certificates by government agencies and individuals shall be via e-mail. For individuals, the application may also be through the PNPKI Online Registration Portal.

Application via E-Mail

Step 1: Download and answer the Application Form uploaded in the PNPKI website.

Step 2: Prepare a scanned copy of the following additional documents:

  1. Passport size photo attached on the duly accomplished Application Form;
  2. Birth certificate or valid Philippine passport; and
  3. Unified Multi-Purpose Identification (UMID) compliant card.

Step 3: Send the accomplished Application Form and the other required documents to info.pnpki@dict.gov.ph.

Step 4: Attend the video conference call to be scheduled by DICT-PNPKI for verification, and affix the signature on the Application Form. 

Step 5: Once approved, the PNPKI Digital Certificate will be sent to the applicant’s e-mail address.

Pursuant to DC No. 006-20, please note that these Guidelines are effective only during the state of public health emergency.
